The division comments are as follows, with Trappers response below each. <br />TRI 16 Adequacy items coincide with inconsistencies found between information provided in <br />TRI 16 and TRI 15. The relevant items to TRI 16 are as follows: <br />The topsoil stripping areas shown in TRI 16 do not coincide with the areas presented in TRI 15 <br />as stated in the TR115 adequacy review. Please resolve this inconsistency with the most accurate <br />information. Please update report tables as needed. <br />Please review the topsoil stripping plan and replacement plan and reconcile it with what has <br />occurred to date and what Trapper plans in 2016 <br />Trappers Response: Concurrent revisions to TR -115 have been made to address the <br />above concerns of stripping limits. However, to remain consistent with long-term <br />protocol, along with providing a demonstration of the worst case bond scenario, the M 10 <br />maps (submitted and revised with TR -115) should not be modified as requested. The <br />ARR maps propose year to year fluctuations in operations. Map 1 (Sheet 3) of the ARR <br />has been modified in respect to less proposed stripping acres, due to a change of the M10 <br />maps with TR -115 to remain within the permit term stripping limits. <br />Areas of stripping and reclamation are proposed on each year's annual report. <br />Fluctuations in production, ground conditions and other variables often require Trapper to <br />change plans during the reclamation season. Trapper strives to achieve its proposed <br />plans, but that is not always possible. At this point in time, past activities at the mine are <br />current within the ARR and its included maps as of the end of 2015. Projected activities <br />planned for 2016 are just that, projections, and will be accomplished if possible. Trapper <br />
