rot Applegate
Group, Inc.
Water Resource Advisors for the West
February 3, 2015
Ms. Ioana Comaniciu
Division of Water Resources
1313 Sherman St., Suite 818
Denver, CO 80203
RE: Request for 90-Day Test of the SerFer Pit Liner
Mine ID No. M-2008-006
Dear Ms. Comaniciu:
Construction of the reservoir liner will be completed this week and we request permission to
commence the 90-day test period for the SerFer Pit located in Larimer County on the southwest
corner of Weld County Road 68 and County Line Road, just outside of the Town of Windsor
(NW 1/4 S24 T6N R68W). A vicinity map has been included. An as-built survey of the reservoir
and existing water in the pit bottom will be completed and we anticipate this to be finished by
February 6, 2015. As such,we request to start the testing period on or around February 6, 2015.
Procedure
A rain gage will be placed on-site and data collection will be performed weekly and specifically
after all precipitation events. Precipitation data will also be gathered at nearby weather stations.
No water will enter or leave the pit during the 90-day test except through precipitation and
evaporation.
A survey of the water elevation will be performed prior to and after the 90-day period to
determine the initial and final water volume in the reservoir. A water balance equation will be
applied to the data to determine the amount of water that seeped into the reservoir during the
testing period. Evaporation will be considered in these calculations. The seepage calculation will
then be compared with the allowable seepage calculation derived from the equation provided by
the State.
Weather data will be collected from two nearby weather stations, one located in southwest
Windsor and one in Highpointe Estates. The Southwest Windsor weather station is located at
Lat: N 40.45°, Lon: W 104.96°, and Elevation: 4,975 ft. The Highpointe Estates weather station
is located at Lat: N 40.46°, Lon: W 104.95°, and Elevation: 4,955 ft.
