June 1, 2016 C-1981-041/Roadside Portals BFB <br /> <br /> <br />Number of Partial Inspection this Fiscal Year: 8 <br />Number of Complete Inspections this Fiscal Year: 4 <br /> <br /> Page 3 of 5 <br /> <br /> <br />The road leading from the Roadside refuse disposal area to the Roadside borrow area was well vegetated with <br />grasses and shrubs. There were some patches of halogeton that need to be treated. There were no signs of erosion <br />(photo 2). <br /> <br />Reclaimed ponds 8 and 9 were well vegetated with grasses and shrubs. There were no signs of erosion. The ditch <br />in the bottom of pond 9 appeared to be stable (photo 3). <br /> <br />The conveyor corridor area was well vegetated with grasses and shrubs. There were no signs of erosion. <br /> <br />The former pond 11 area that was seeded last fall had sprouted grasses and shrubs (photo 4). There were no signs <br />of erosion. <br />Cheatgrass was noted in all reclaimed areas and the shadscale reference area. SCC has made several efforts in <br />previous years to control the cheatgrass. These efforts are documented on permit page 14-17 and in a March 23, <br />2011 adequacy review letter. <br /> <br />SUBSIDENCE – Rule 4.20: <br /> Mr. Beckwith, on behalf of Fontanari, submitted a response to SCC’s electrical resistivity tomography <br />survey. In his response letter, several subsidence features were documented. The features north and northeast of <br />the Carey Pond were noted during the survey. The features located between one of Fontanari’s gravel pits and the <br />shadscale reference area were not known before. These features were inspected for this report (photos 5 and 6). <br /> <br />SIGNS AND MARKERS – Rule 4.02: <br /> Disturbance boundary markers were in place around former ponds 6, 7, 9, 10 and 11. <br /> <br />Disturbance boundary markers were in place around substations A and B. <br /> <br />Disturbance boundary markers were in place on the reclaimed road above the Roadside refuse disposal area. <br /> <br />Mine entrance signs were posted at the north decline, Rapid Creek Road, and on Coal Creek Road in three <br />locations. <br /> <br /> <br />ENFORCEMENT ACTIONS/COMPLIANCE <br /> <br />No enforcement actions were initiated as a result of this inspection, nor are any pending. <br />
