Tonya Hammond, company representative for Snowcap Coal <br />Company (SCC) was present for the inspection. The weather conditions were clear and warm. The temperature <br />was approximately 80 F and the ground was dry. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> The ditch that supplies water to the Carey Pond was dry. The ditch that goes north of the Carey Pond was <br />also dry. <br /> <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br /> Cedar Creek and Associates (CCA) were at the Roadside Mine conducting vegetation sampling. CCA <br />was following sampling protocols according to the approved permit. <br /> <br />Desirable grasses and shrubs in the former pond 7 area were blooming. There were no signs of erosion. <br /> <br />Substations A and B were well vegetated and did not have signs of erosion. <br /> <br />There were many wavyleaf thistle plants in and around the shadscale reference area. Wavyleaf thistle is a native <br />thistle and is not on the noxious weed list. It therefore does not need to be treated. <br /> <br />The Roadside borrow area was well vegetated and did not have signs of erosion. The reclaimed light use road <br />above the borrow area had some grasses and shrubs established but it was mostly dominated by cheatgrass. It <br />must be noted that the area surrounding the road is completely dominated by cheatgrass (photo 1).
