PART 2- MATERIALS AND EQUIPMENT
2.1 LOW PERMEABILITY FILL
A. Low permeability fill shall consist of material free from roots, organic matter, debris, and other
deleterious material. Peat and organic clay are not acceptable as low permeability fill.Low permeability
fill shall have at least 55 percent fines(pass the No.200 sieve)and shall have a plasticity index of at
least 10 when tested in accordance with ASTM D 4318. Individual particles up to six inches in diameter
are acceptable. When compacted, low permeability fill shall result in a fill without visible voids between
particles, and all particles larger thanY4 inches shall be completely surrounded by a continuous soil
matrix. It is anticipated that the low permeability fill will be borrowed from the Davis Farm Fines
Stockpile.
B. The percentage of gravel(material retained on the No.4 sieve)shall not exceed 10%.
2.2 PERMANENT EMBANKMENT FILL
A. Embankment fill shall consist of any on-site non-organic overburden or sand and gravel material free
from roots, organic matter, debris, and other deleterious material needed for the shell of the liner and
permanent reservoir slopes.Peat and organic clay are not acceptable as embankment fill. Individual
particles up to six inches in diameter are acceptable. When compacted, embankment fill shall result in a
fill without visible voids between particles, and all particles larger than 1/4 inch shall be completely
surrounded by a continuous soil matrix.
2.3 GRANULAR BACKFILL
A. Rockfill shall consist of 1.5"angular gravel.
2.4 COMPACTION EQUIPMENT
A. Provide compaction, watering, and aerating equipment of suitable type to achieve the specified
compaction moisture content and relative compaction.A pad foot roller or equivalent which kneads the
soil during compaction is required for low permeability and permanent embankment fill compaction.
PART 3- EXECUTION
3.1 SUBGRADE PREPARATION
1. Prior to fill placement, subgrade shall be grubbed and stripped of all grass, vegetation, topsoil,
rubbish,or other unsuitable materials.
2. Where stable soils are encountered at subgrade level, material shall be compacted as outlined in
this specification prior to low permeability and permanent embankment fill placement.
3. Prior to placement of low permeability and permanent embankment fill, subgrade shall be scarified
to a depth of 2-inches with a disc or similar equipment and moisture conditioned to facilitate
bonding with the new fill.
4. Surfaces to receive fill shall not have ponded water, snow or ice,nor be desiccated or cracked.
5. Prior to fill placement, cut slopes shall be"benched"to prevent the development of a potential
sliding surface.
Loloff Slurry Wall 3123 00-2
