Part of this inspection covered the backfilling <br />and grading for the bond release application SL-09. Tony Tennyson, Angela Aalbers, Kurtis Blunt representing <br />Colowyo Coal Company (Colowyo) accompained the inspection as well as Tom Medlin and Josh Montroy of <br />OSM. Records were checked at the end of May 11. Please refer to the Availiability of Records for more <br />information. The weather was cloudy with no precipitation and ground conditions were mostly dry. Temperatures <br />for the day were around sixty degrees fahrenheit. <br />AVAILABILITY OF RECORDS – Rule 5.02.4(1): <br />All records are kept on site at the Colowyo Mine’s office building. Please see the Division’s Availability of <br />Records checklist at the end of this inspection report for more detailed information. <br /> <br />BACKFILL and GRADING – Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); <br />Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />Backfill and grading was inspected at the West Pit Reclamation - 2015 parcel associated with the SL-09 <br />application. The area was walked along four predetermined transect lines by GPS and points were taken for <br />elevation. The backfill and regarded slopes are stable and no major issues were encountered. During the <br />inspection, springs were encountered along the southern end of the reclaimed parcel. As a result of these springs. <br />rills have formed along the face of the slope until the water was intercepted by the furrow ditches that traverse the <br />slope. These areas were documented and acknowledged by the Colowyo representatives that accompanied the <br />inspection. <br /> <br />For additional comments and details regarding backfill and grading, please refer to the Division’s inspe ction report <br />for the phase I bond release application, SL-09.
