^ M
underground portions of the operation as a site for light industrial fabrication and, on occasion,
specially-permitted, cultural activities.
Since becoming the designated operator last year (prior operator was Michael Moore of Nucla,
Colorado), I have been working closely with the reclamation specialists at DRMS (in particular,
Lucas West). The process my family is pursuing, with the full support of Mr. West, involves the
amendment of the current post-mine use plan. DRMS is in agreement that a safe and
productive "re-purposing" of the mine can be successfully achieved without prohibitive costs.
The current bond (approximately$18,000) should be adequate to satisfy the terms of the
amended agreement.
I met with the San Miguel Board of County Commissioners, Dan Quigley of DOWL Geotech, and
Mike Rozycki and members of the Planning Department, just last month (March 11, 2016)to
work out the details of a revised plan that would be acceptable to the County. At that meeting,
Planning Director Rozycki proposed that we pursue a change of zoning (from F to HC), as well as
a Special Use Permit, to cover the range of uses set forth in our amended reclamation plan and
proposed future uses.
In order to satisfy the deadlines and conditions from both DRMS and the County, and to move
forward with the change of zoning with the County, we will be requesting an extension from
DRMS of 365 days before a decision is made on our application—essentially placing our
application to the State "on hold" (as per Planning Director Rozycki's request in a letter dated
March 18, 2016).
Respectfully,
L ("L--
Dan Collins, Managing Partner
Collins-Morehead, LLC
Enclosures:
o 2 photos of posted NOTICE at Mine
o Receipts for Certified Mail to San Miguel County Commissioners and San Juan Basin Soil
Conservation District
o 1 signed and notarized completed ORIGINAL and one (1) copy of the completed original
Limited Impact Operation (110)Application Form with signatures in blue ink.
o 2 copies of Exhibits A–J and Exhibit L
o 2 copies of Addendum I– Notice Requirements
