April 26, 2016 C-1981-012/New Elk Mine RDZ <br /> The silt fence below the SAE near Pond 007A is intact. Below this BMP,bare soil needs to be monitored closely <br /> for erosion; topsoiling and seeding this area is recommended. <br /> Containment Areas 3,4,and 5 were inspected, and there was no sign of discharge from them. Containment areas <br /> in the West Portal area(not labeled on Map 14 as they should be) appear to be functional. Trash removal is <br /> needed at the one near the Sediment Drying Area. <br /> The clean coal storage area appears to have no problems. Most or all of the area drains to the southeast corner, <br /> down a rundown(half pipe), and into ditch D24. <br /> GENERAL MINE PLAN COMPLIANCE: <br /> More discrepancies between the surface water control structures and maps were identified such as the ditches near <br /> the coal silos and the ditches in the West Portal area. Also,Map 13 and Map 13A do not match(e.g.,the D24 <br /> series of ditches). See also the notes in the Hydrologic Balance section. <br /> ROADS—Rule 4.03 <br /> Construction 4.03.1(3)/4.03.2(3) <br /> Drainage 4.03.1(4)/4.03.2(4) <br /> Surfacing and Maintenance4.03.1(5) and(6)/4.03.2(5) and(6) <br /> Reclamation 4.03.1(7)/4.03.2(7): <br /> Below the road to the RDA,no erosion or other problems were seen. The road to the water tank pad is in good <br /> shape,but the ditch may be under sized(see Hydrologic Balance section). <br /> RECLAMATION SUCCESS -Rule 4.15,Rule 3: <br /> In the West Portal area,no erosion was seen.
