Appendix 4(8) of the permit. "Transition Zone" soil, sand and clay types will be placed as per <br />Appendix C under the supervision of Trautner Geotech or CDS Environmental and additional <br />sampling will be performed if necessary as requested by them. <br />The Trautner Geotech, LLC report of June 2015, in Appendix C, indicates that the waste bank will be <br />covered with 6-8" of high clay soil (rototilled into the waste) and 24" of suitable plant growth medium. <br />This is different from the reclamation plan for the refuse pile at King I proposed in Appendix 10(l), <br />Mr. May's Report and diverges from DRMS Coal Rule 4.10. <br />DRMS April 2016 (New) <br />It appears that GCC is proposing a variance to the requirements of Rule 4.10.1(5), specifically the <br />placement of a minimum of 4 feet of non-toxic and non-combustible material on the coal mine waste <br />bank. GCC is proposing to place 6-8 inches of clay material to be rototilled into the coal waste, <br />followed by 24" of topsoil with the intention of creating a transition/binding zone between coaly <br />material and topsoil cap. <br />25. Please see questions 14-17 in this letter. <br />Appendix C of the 2015 Trautner Report also indicates for the waste analyzed and presumes a similar <br />chemistry for additional King II waste anticipated for deposition in the West Waste Bank the following <br />chemisty: <br />a. An acid forming potential <br />b. An increase in sodium absorption <br />c. The top 24 inches of cover material are not suitable for plant growth due to sand and coal <br />content. <br />GCC, at the request of DRMS, is developing a plan for additional analysis of chemical constituents that <br />may exist in materials from the King II mine slated for deposit in the West Waste Bank, (Roof, Floor <br />and Interburden Sampling Plan). This plan is to include proposed sampling locations. Once DRMS <br />approves this plan, it should be incorporated into the appropriate sections of the PAP that address Rules <br />4.05 and 4.14. <br />Resolved Items <br />Section 2.05.4 revised pg. 4 does not seem to flow correctly between permit pgs. 4 and 5 and revised <br />pages 4 and 5a submitted. There is text missing at the end of the submitted page 4 revised page. Please <br />make sure page breaks are correctly placed and that all necessary text is included. <br />DRMS Oct 2015: There seems to be either redundant language or extra text in paragraph 2 regarding <br />the 2.5:1 slope grade. <br />Please revisit this text and make sure it reads correctly and send any revised pages to DBMS. <br />GCCE Dec. 2015: King I 2.05.4 page 4 has been revised to address the 2.5:1 slope grade text as <br />requested. <br />Resolved <br />Prepared by: R.
