Page 2 <br />April 26, 2016 <br />4.16.3 — Alternate Land Uses <br />1. Letters stating that Mesa County and Town of Palisade `support' the Sports Complex were included in <br />the application. These letters did not indicate that the Sports Complex was approved. Rule 4.16.3(1) <br />states that "any required approval, including any necessary zoning or other changes required for land by <br />local, State or Federal land management agencies, shall be obtained..." Please clarify in the text if any <br />required approvals for the Sports Complex have been obtained. <br />3.03.1 — Criteria and Schedule for Release of Performance Bonds <br />Commercial/Industrial is the alternate post -mining land use for the North Portals area. Rule 3.03.1(3)(e) <br />states that when commercial/industrial is the alternate post mining land use, the Division shall require the <br />maintenance of bond coverage sufficient to achieve the standards of revegetation applicable to the pre - <br />mining land use in the event the alternate land use is not developed.
