Box 1430 <br />Palisade, CO 81526 <br />Re: Roadside Mine (Permit No. C-1981-041) <br />Permit Revision 6 (PR -6) <br />Adequacy Review Comments <br />Dear Ms. Hammond: <br />The Division of Reclamation Mining and Safety (Division) has completed its review of Permit Revision 6 (PR - <br />6) for Snowcap Coal Company's (SCC) Roadside North and South Mines. PR -6 was received by the Division <br />on February 17, 2016 and was deemed complete on February 26, 2016. <br />SCC is proposing to change the post -mining land use for Roadside North Portal areas from fish and wildlife <br />habitat to commercial/industrial. The North Portal area has been sold to the Town of Palisade who will be <br />developing the Cameo Sports Shooting and Outdoor Education Complex with the Colorado Division of Parks and <br />Wildlife. The Division has the following questions and/or comments: <br />2.03.6 — Right of Entry and Operation Information <br />1. The PR -6 cover letter and text on page 15-1 indicate that the North Portal area land has been sold to the <br />Town of Palisade. The `surface landowner's consent' letter submitted with the PR -6 application was <br />signed by the vice-president of SCC, but SCC is not the owner of record. A letter from the Town of <br />Palisade will be needed giving SCC the right of entry to the North Portal area. <br />2. New surface and sub -surface ownership (if applicable) maps need to be updated to reflect the change in <br />ownership. <br />2.05.5 — Postmining Land Uses — Underground Mining Activities <br />1. Please provide a discussion of the relationship of the proposed commercial/industrial land use to existing <br />Mesa County and U.S. BLM (e.g. Coal Canyon access road) land use policies and plans. Rule <br />2.05.5(2)(a). <br />2. Please describe how the proposed commercial/industrial land use is to be achieved and the necessary <br />support activities need to achieve the proposed commercial/industrial land use.
