Given this information, I utilized this site visit to observe the <br /> existing conditions. <br /> The quarry access road was partially obstructed by fallen branches, but we were able to drive up the road with <br /> our vehicles.Signage was present at the southeast corner of the main quarry area. <br /> The interim reclamation of this 1.65-acre site includes a highwall on the north side and a backfilled and <br /> regraded area to the south (Photo 1).The backfilled quarry bench terminates to the east with an east-facing, <br /> 20-foot high,approximately 2:1 slope.Small trees are present at the base of this slope(Photo 2). If it is <br /> possible to achieve within the DRMS-permitted boundary, a lower slope angle would create a more natural- <br /> looking gradient that would more closely mimic the surrounding area. However,there are concerns about the <br /> elevation of the water table through the rip rap material. <br /> The backfilled quarry bench area contains limestone rip rap.There are occasional pockets of fine sediment and <br /> little to no soil development.Small vegetation occasionally exists in areas where sediment has accumulated as <br /> waters flowed from north to south through the quarry(Photo 3).As a perennial/intermittent stream channel is <br /> present beneath the backfilled area (per the BLM 11/19/2015 inspection report and observed at the time of <br /> this inspection),the sediment-laden waters may only flow over the surface of the backfilled quarry during <br /> high-flow events. <br /> The east-west-trending highwall,which slopes to the south, contains three securely-gated mine portals.These <br /> portals follow faults and fractures within the Leadville Limestone and may have been the remnants of <br /> exploration activities that occurred under the 1984 Notice or were perhaps from a pre-law operation.The <br /> western-most gate was secured with a keyed lock(Photo 4) and the middle and eastern gates were solid <br /> welded grates(Photos 5 and 6, respectively).The eastern-most gate is outside of the DRMS-permitted <br /> boundary. <br /> The BLM CRVFO has been in contact with Colorado Lien Company regarding the preparation of a final <br /> reclamation plan.While previous conversations have suggested container stock plantings as part of the final <br /> reclamation,current recommendations include broadcast seeding.The BLM is currently awaiting a final <br /> reclamation plan from Colorado Lien Company. Once the proposal is received, it will undergo an <br /> environmental review per the National Environmental Policy Act prior to authorization. <br /> Recommended Changes to Operations or Corrective Actions Needed <br /> • No recommended changes or corrective actions needed. <br /> Page 2 of 6 <br />
