Bureau of Land Management RECEIVED <br /> ��� <br /> Colorado River Valley Field Office APR 2 2 ZU]b <br /> Minerals Inspection Report GRAND JUDVI IOONNOF00FFICE <br /> RECLAMATION MINING&SAFETY <br /> General Information <br /> Date 4/12/2016 <br /> Project Name Rifle Quarry <br /> Operator Colorado Lien Company <br /> Serial Number N/A <br /> Project Classification See below <br /> Project Location T4S R92W Sec15,Garfield County <br /> Inspection Purpose Pre-final reclamation site inspection <br /> Time Period Onsite 1.5 hours <br /> Attendees Jessica Lopez Pearce, BLM Geologist <br /> Amy Yeldell, DRMS Environmental Protection Specialist <br /> New Remarks <br /> On April 12, 20161 inspected the Colorado Lien Company Rifle Quarry with Amy Yeldell from Colorado Division <br /> of Reclamation Mining and Safety(DRMS).This site visit was made in order for me to become familiar with the <br /> quarry and the soon-to-be-proposed final reclamation activities.The weather was partly cloudy with scattered <br /> rain and sleet showers;temperatures were in the 50's. <br /> The BLM authorization history for this site within the case file is incomplete.On April 19, 1984,the BLM <br /> received a Notice for exploratory activities on the Aparition#1 and#2 lode claims located in the same area as <br /> the current Rifle Quarry.The Notice was acknowledged by the BLM on April 25, 1984.Additional existing <br /> documentation states that a Plan of Operations for the Colorado Lien Company Rifle Quarry was originally <br /> submitted to the BLM in approximately 1985.The Plan was reviewed and correspondence from the BLM to the <br /> Colorado Mined Land Reclamation Board requesting additional information was sent on April 25, 1985.There <br /> is no record of a revised/updated Plan of Operations submitted to the BLM or a final approved Plan of <br /> Operations. <br /> Later,on June 4, 1985,the BLM received correspondence from Colorado Lien Company stating that the <br /> operator had no objections to the BLM issuing the City of Rifle a free-use Mineral Material Permit for <br /> stockpiled material on their mining claim.This material was to be used to repair and upgrade the road through <br /> Rifle Mountain Park.The BLM prepared an Environmental Assessment and a free-use Mineral Materials Permit <br /> was issued on November 30, 1985. <br /> Then, in November of 2015, DRMS notified BLM that Colorado Lien Company submitted a reclamation permit <br /> partial acreage release request for the quarry.The DRMS-permitted acreage was 40.00 acres and Colorado <br /> Lien Company requested a 38.35-acre release, leaving 1.65 acres in final reclamation. Concurrence for the <br /> partial release was given by the BLM on November 19, 2015.The reclamation bond release request was <br /> granted by DRMS on December 29,2015.Thus, 1.65 acres remain under a DRMS permit.The quarry is <br /> currently inactive.The currently permitted area has undergone reclamation activities in including backfilling <br /> and regrading and is pending final reclamation.A BLM inspection of this site was conducted on November 19, <br /> 2015 and comments included suggestions ripping,seeding,and blocking the access road and working closely <br /> Page 1 of 6 <br />
