The weather was cloudy and windy,with <br /> sporadic rain/snow squalls moving through. The region had received approximatley a foot of wet snow several <br /> days preceding the inspection,but the majority had melted off. <br /> The site is a predominately reclaimed train loadout, and haul road. The rail loop is disconnected from the main <br /> line north of Highway 40. <br /> No buidlings or mine personnel remain on the site. HGTI representatives and records are located at the Foidel <br /> Creek Mine on Routt County Road No. 27 several miles southeast of the loadout. <br /> FISH and WILDLIFE—Rule 4.18: <br /> A red fox was observed in the field to the west of the rail loop. Snow geese were migrating overhead. <br /> Sandhill crane were flocking in the field south of the rail loop reclaimed facilities area. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7,4.05.10; <br /> Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage—Acid and Toxic Materials 4.05.8;Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> Culvert RRC-3: This irrigation ditch was not flowing yet, and exhibited no sign of having flowed yet this <br /> spring. Both east and west side of the culverts have material sloughed from the bank. Culvert openings need <br /> clean out. <br /> Culvert RRC-2: Irrigation ditch is flowing. There is a small amount of sediment at the entrance to this culvert, <br /> but ditch flow is not impeded. <br /> Culvert RRC-1: This irrigation ditch is flowing. The west bank has collapsed into the ditch. Water is flowing, <br /> but this side need to be cleaned out as soon as possible.
