Box 33695 <br />Denver, CO 80233-0695 <br />Re: Colowyo Mine (Permit No. C-1981-019), PR -04, adequacy items 64 to 87 <br />Dear Mr. Gilbreath: <br />The Division has reviewed the PR -04 adequacy response letter from Tri-State Generation and <br />Transmission Association (Tri-State) dated March 31, 2016. Tri-State is the parent company of <br />Colowyo Coal Company L.P. (CCC), and the terms Tri-State and CCC are synonymous for the <br />purposes of this letter. <br />The Division has the following comments on items 64 to 87, numbered in accordance with previous <br />adequacy review letters. <br />64. The response was deemed sufficient in previous adequacy letters. <br />65. The response was deemed sufficient in previous adequacy letters. <br />66. The response was deemed sufficient in previous adequacy letters. <br />67. The response was deemed sufficient in previous adequacy letters. <br />68. The response is sufficient. <br />69. The response was deemed sufficient in previous adequacy letters. <br />70. The response was deemed sufficient in previous adequacy letters. <br />71. The response was deemed sufficient in previous adequacy letters. <br />72. The response was deemed sufficient in previous adequacy letters. <br />73. The response is sufficient. <br />74. The response is sufficient for the purposes of this revision. However, CCC should attempt to <br />locate and map DHSS -78-1, since it will need to be properly plugged and abandoned prior to <br />bond release. <br />75. This item has not yet been adequately addressed. CCC submitted Exhibit 7, Item 21A, which <br />contains well completion data for MC -04-01, MC -04-02, MJ -95-01 and MJ -95-03. The <br />following issues are outstanding: <br />MLC -04-02 is shown on Map 10B and included in Exhibit 7, Item 21, Appendix 5A, but <br />MLC -04-01 is listed in Table 2.04.7-38. Please clear up the confusion over this well/these <br />wells. <br />Is completion information available for MJ -95-02, UL -95-01 and C -04-16B?
