Rob Zuber <br />Page 11 <br />April 20, 2016 <br />Similar arguments apply to downgradient monitoring in the Collom Gulch and West Fork of Jubb <br />Creek drainages, although the flow paths are more complex and the estimated parameter values <br />are less accurate. <br />Please propose additional downgradient alluvial monitoring points in the Collom Gulch, Little <br />Collom Gulch and West Fork of Jubb Creek drainages closer to the affected area. <br />The proposed new well MLC -04-02 is less than half the distance from the proposed disturbance <br />compared to MLC -04-01. This Division is satisfied that the location is more appropriate. Since <br />there is no upstream monitoring location on Little Collom Gulch it is important that background <br />monitoring data from this location is collected prior to any disturbance. This item will be <br />resolved with the following stipulation: <br />Stipulation 21: COLOWYO COAL COMPANY WILL CONSTRUCT GROUNDWATER POINT OF <br />COMPLIANCE MLC -04-02, AND CARRY OUT STANDARD WELL TESTS TO ESTIMATE AQUIFER <br />PROPERTIES. FOLLOWING COMPLETION OF THE WORK A MINOR REVISION WILL BE SUBMITTED <br />TO UPDATE THE PERMIT APPLICATION PACKAGE WITH A COMPLETE DESCRIPTION OF THE WELL, <br />AND TO UPDATE TABLES 2.04.7-38, -39, -40 AND -42. MAPS 10B AND 11C SHOULD ALSO BE <br />UPDATED. THESE ACTIONS SHOULD BE COMPLETED BEFORE THE END OF CALENDAR YEAR 2016. <br />Additional items <br />87.
