Photo 22-Shaft#4,existing closure
.r
S. The Applicant has stated under Section III,Item No. 6 that the existing mine
features will be reopened. The Applicant then states six portals and four shafts
are known to exist. This statement appears to contradict the information
provided under Section IV,Item No. 5 which states there are six portals and two
shafts. In addition, the Badger Mine Project Maps only depict two shafts.
Please clarify the total number of shafts present at the site and specify how
many of those the Applicant is proposing to access.
As stated in Section III, Item No. 6, .....6 portals and four shafts are known to
exist, S[of the 6]portals have closures consistent with the DRMS'General Bid
Specifications for mine closures. The remaining portal(upper level)[Portal#1]
shall be closed to meet this same standard". This appears consistent with Section
IV, Item No. 5 which describes the closures on portals#1-#6 and states that
"Shafts have closures consistent with Standard Drawing No. 4 and/or Backfill
Closure specifications. Additional DRMS mine closures may exist on the
property." We do not find where any enumeration of the shafts was contradictory
in the text, but do agree that all features were not located upon the provided maps.
Please find an updated map attached locating the currently identified adits and
shafts.
At this time, K&B is aware of four(4) shafts. Of these, Shaft#1 has a DRMS
installed"Steel Grating Shaft Closure", Shafts#244 all have DRMS (or
naturally)placed backfill closures.
The current financial warranty appears to include closure of"Upper[#]j and
Lower[#2]Portals"(Task 00 1"Safeguarding Underground Openings",
2/3/2014"). K&B has already installed a permanent safeguard on Portal#2. It
DRMS NOI Mod.,Response 1 Page 15 of 17 4/18/2016
