M-2016-010
Dear Mr. Erickson:
We have reviewed the permit application, submitted by Transit Mix Concrete Company,
referenced above.
We live in a rural subdivision known as "Red Rock Valley." Our house is approximately
1.3 mile from the proposed quarry site.
We object to approval of the requested Permit.
In general, the permit application describes an operation that is poorly conceived,
insufficiently documented and inappropriate for the described area. We note specific
issues below.
The "Overview" section of the Transit Mix application includes the following statements
(Paragraph 2, page D-2):
The priority in developing this project is safety. This means safety in the short term for the
workers performing the mining and reclamation and safety in the long term for the surrounding
community during and after work is completed. The Applicant plans to develop and reclaim the
site in a way that reduces the visual impact of the mine to the nearby residents and the
community at large. However, this will not take a priority over safety. Figure C-2 shows all
immediately adjoining surface owners of record.
Safety is a major deficiency of this application. The proposed operation will involve:
1. Extensive blasting
2. Disruption of surface materials
3. Possible disruption or damage to underground water resources
4. Particulate pollution
5. Noise
6. Dangerous access to State Highway 115
7. Increased truck and employee traffic
Any of these issues is cause for safety concern, but taken together, the applicant's stated
concern for"safety" is completely unsupported.
