April 13,2016 C-1982-056/Foidel Creek Mine RAR <br /> HYDROLOGIC BALANCE-Rule 4.05 <br /> Drainage Control4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures <br /> 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring4.05.13; <br /> Surface Water Monitoring 4.05.13; Drainage-Acid and Toxic Materials 4.05.8; Impoundments <br /> 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> o Observed ditches were in stable condition, and appeared to be functioning correctly. <br /> o Culverts observed appeared to be in good repair, clear of debris and those discharging, <br /> functioning correctly with the exception of: <br /> 1. The culverts on the 6 MN Vent Shaft MN road crossing of fish creek require <br /> some maintenance and monitoring to prevent debris from accumulating, see <br /> photo 1. <br /> o Sediment ponds observed (ponds B, D, E, G, T) were clear of ice and snow, <br /> embankments appeared stable and ponds were discharging. <br /> o The water treatment ponds near the Fish Creek Borehole were snow covered and were <br /> not pumping, embankments appeared stable. The pad at 15LT appeared stable. <br /> o The 16LT Utility borehole was not accessible due to snow cover. <br /> o The pond at the 18L Vent Shaft area was still snow covered and not discharging at the <br /> time of observation. The area appeared stable. <br /> o The 6MN vent shaft area appeared stable but no work was taking place as the area is <br /> still quite saturated. <br /> o The 13LT Utility Borehole has been drilled but is not yet utilized for dropping concrete <br /> due to spring runoff. Culvert and diversion ditch are being installed to rout surface <br /> runoff to prevent erosion. <br /> TOPSOIL -Rule 4.06 <br /> Removal4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution <br /> 4.06.4: <br /> o Topsoil stockpiles observed were marked appropriately, and appeared stable, with no <br /> signs of erosion. <br /> o At the new topsoil pile adjacent to DRCA, no moving of soil was occurring at the time. <br /> We discussed the importance of preventing haphazard dumping of soil and better <br /> organizing the existing pile. <br /> PROCESSING WASTE COAL MINE WASTE PILES—Rule 4.10 and 4.11 <br /> The acetone seep was discussed. It appears that the cause of the seep has been discovered and <br /> documented. The contaminated waste has been removed, contained and analyzed. The waste is <br /> scheduled for disposal at a local landfill that has agreed to accept it. The acetone contaminated <br /> waste must not be placed on the refuse pile as per Rule 2.05.3(8). <br /> BACKFILL and GRADING-Rule 4.14 <br /> Contemporaneous Reclamation 4.14.1;Approximate Original Contour 4.14.2; Highwall <br /> Elimination 4.14.1(2); Steep Slopes 4.14.2, 4.27;Handling of Acid and Toxic Materials <br /> 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br /> o The refuse pile continues to be backfilled and graded.
