April 14, 2016 C-1981-035/King Coal Mine JLE <br />The eastern sediment pond at the King I mine area was holding water but was not discharging. Several large <br />badger holes were observed on the embankment for the pond. <br />The badger holes on the eastern sediment pond embankment at the King I mine need to be filled, repaired <br />and stabilized. <br />GENERAL MINE PLAN COMPLIANCE: <br />I spoke with Mr. Tom Bird at the beginning of the inspection. Mr. Bird indicated that they are currently mining in <br />the 9 West and 8 West area within the Federal coal permit area and are not mining within the DRMS permit area. <br />OTHER (SPECIFY): <br />Non -coal waste such as trash and other debris was observed on the north end of the sediment pond near <br />several trash bins. This material will need to be picked up and disposed of in accordance with Rule <br />4.11.4. <br />PROCESSING WASTE/COAL MINE WASTE PILES — Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br />The King I mine area was observed. <br />The lower face of the refuse pile has sparse vegetation established and rills have begun to form on the face <br />of the refuse pile at this location. In accordance with Rule 4.10.3(3) the slope of the pile needs to be <br />protected to minimize erosion. GCC will need to repair these rills and stabilize the area. <br />The two upper faces of the refuse pile are vegetated and appeared stable. <br />ROADS — Rule 4.03; Construction 4.03.1(3)/4.03.2(3), Drainage 4.03.1(4)/4.03.2(4), Surfacing and Maintenance <br />4.03.1(5) and (6)/4.03.2(5) and (6), Reclamation 4.03.1(7)/4.03.2(7): <br />A backhoe was cleaning out and reconstructing the drainage ditch west of the main access road to the site. Due to <br />recent precipitation, many of the roads around the site were slightly rutted, but overall it appears the operator is <br />maintaining the roads in good working order. <br />SUPPORT FACILITIES - Rule 4.04: <br />The surface facilities at the King II mine area was observed. <br />Stack Tube #1 area was observed. The drainage around the coal stockpile was maintained and functional. The <br />"Gob" pile adjacent to the stacker tube #1 coal stockpile was in place and dirt from the access road ditch cleaning <br />was being added to the pile. <br />Stack Tube #2 was observed. <br />Number of Partial Inspection this Fiscal Year: 8 <br />Number of Complete Inspections this Fiscal Year: 3 <br />Page 3 of 10 <br />
