M-2002-104 (WDID 0203047) <br />SE1 /4 OF SECTION 25, T2N, R67W AND SW1 /4 OF SECTION 30, T 2N, R66W, SIXTH P.M. <br />WATER DIVISION 1, WATER DISTRICT 2 <br />Dear Mr. Fox: <br />The purpose of this letter is to approve the lining of the Meadows West Reservoir (aka Everist No. 2/4 Cell). The <br />Meadows West Reservoir is primarily located in the SE1 /4 of Section 25, Township 2 North, Range 67 West of the 6th <br />P.M. and the SW 1/ of Section 30, Township 2 North, Range 66 West of the 6th P.M. and was mined under the <br />Lupton Meadows Pit DRMS M-2002-104 ( WDID 0203047). Lupton Meadows Pit is now included in the Fort Lupton <br />Sand and Gravel Pit (DRMS M-1999-120) (WDID 0203040). Meadows West Reservoir was lined with a soil bentonite <br />slurry wall. This slurry wall liner leak test commenced September 9, 2015 and concluded on December 9, 2015. <br />Site inspection was performed by our office on November 10, 2015 to review site conditions and the leak test plan. <br />Your report dated December 16, 2015 provides the liner summary and leak test result. The test data provided <br />indicates that the reservoir has been lined to the design standard referenced in the August 1999 State Engineer <br />Guidelines for Lining Criteria for Gravel Pits (1999 SEO Guidelines). Meeting the design standard requires that <br />during reservoir operations all water inflows and outflows for the liner perimeter enclosed area be accounted <br />for on a monthly basis. <br />With this liner approval, the Meadows West Reservoir (aka Everist No. 2/4 Cell) is now classified as a tined reservoir <br />in accordance with the 1999 5E0 Guidelines. Water shall not be impounded in the reservoir except pursuant to <br />lawful diversions allowed by statute or decree.
