AIRPORT ROAD, BLDG A, STE 205 <br />LONGMONT, CO 80503 <br />RE: SLURRY WALL LINER APPROVAL <br />EVERIST NO 1 RESERVOIR (WDID 0203046) <br />LUPTON MEA9OWS-SAND AND GRAVEL PIT, DRMS M-2002-104 (WDID 0203047) <br />S30-T2N-R66W, WATER DIVISION 1, WATER DISTRICT 2 <br />Dear Roy: <br />The purpose of this letter is to approve the lining of the Everist No. 1 Reservoir. This reservoir is <br />primarily located in the W% of the SW'/4 of Section 30, Township 2 North, Range 66 West of the 6th <br />P.M. and is a part of the Lupton Meadows Sand and Gravel Pit (DRMS M-2002-104). This liner was <br />originally constructed in 2006 and 2007 by the original aggregate miner but failed the leak test. The <br />liner was reconstructed in 2011. This slurry wall liner leak test commenced January 3, 2012 and <br />concluded on July 2, 2012. A site inspection was performed by our office on May 29, 2012 to review <br />site conditions and the leak test procedure. <br />Your report dated August 1, 2012 provides the liner summary and 180 -day leak test result. The test <br />data provided indicates that the reservoir has been lined to the design standard referenced in the <br />August 1999 State Engineer Guidelines for Lining Criteria for Gravel Pits (1999 SEO Guidelines). <br />Meeting the design standard requires that during reservoir operations all water inflows and <br />outflows for the liner perimeter enclosed area be accounted for on a monthly basis. <br />With this liner approval, Everist No 1 pit is now classified as a lined reservoir in accordance with the <br />1999 SEO Guidelines. Water shall not be impounded by the reservoir except pursuant to lawful <br />diversions allowed by statute or decree. At all other times, all inflow of water into the reservoir from <br />any source, including precipitation and ground water inflows shall be removed by the reservoir <br />operator.
