March 30, 2016 C-1981-018/Deserado Mine CCW <br /> - The east ditch along the access road to the RP-2/3 Pond needs to be cleaned out. The water that has flowed <br /> through this ditch has begun to down cut the side of the ditch. The culvert under the road that allows water to flow <br /> from the ditch along the east side of the road to the east cell of the RP-2/3 Pond is functioning as designed. The <br /> inlet to the culvert is clear,the outlet has begun to collect sediment. The outlet to the culvert should be cleaned <br /> out at the same time as the cleaning of the east cell of the RP-2/3 Pond. <br /> -The east,west, and main cell of the RP-2/3 Pond was inspected. The east and west cells have partially filled with <br /> sediment. Plans to clean the east cell have been made for this year. The west cell may be cleaned at the same time <br /> as the east cell. The embankments to the cells are stable and there are no indications of erosion. On the southern <br /> slope adjacent to the west cell there was a burrow. Please monitor the burrow to ensure that spring weather does <br /> not cause the burrow to become an erosional feature. The main cell of the RP-2/3 Pond was holding water at the <br /> time of the inspection. There was no discharge from the RP-2/3 Pond. The embankments are well vegetated and <br /> stable. A few small burrows were seen on the embankment of RP-2/3. The burrows need to be filled in before <br /> they become larger. <br /> -RP-4(Photo 3)and RP-5a were impounding water. There was no discharge from either RP-4 or RP-5a. The <br /> embankments of the ponds are well vegetated and stable. <br /> -The Rail Loop Pond was holding a small amount of water. There was no discharge from the pond. The <br /> embankments are stable and there were no indications of erosion. The Rail Loop Sump was also holding a small <br /> amount of water. There was no discharge from the sump. The embankments were stable and there was no <br /> indication of instability(Photo 4). <br /> -The Slot Storage Ponds SS-1 and SS-2 were not discharging at the time of the inspection. The ponds were not <br /> impounding water. The embankments to the ponds do not have any indications of erosion and the embankments <br /> are stable. <br /> -The B-seam dewatering system was holding water in all of the cells. There was no discharge from the Last <br /> Chance Pond. The embankments are stable with no indications of erosion. <br /> -The Raw Water Lagoon was impounding water. The embankments are well vegetated and stable. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization; Placement: <br /> Refuse Piles 2/3/4 and 5a are designed to direct runoff to the perimeter ditches leading to the refuse ponds. <br /> There were no large areas with standing water on top of the refuse piles. The winter stockpile was being placed <br /> and spread on RP-2/3/4. The refuse piles were stable at the time of the inspection. <br /> ROADS—Rule 4.03 <br /> Construction 4.03.1(3)/4.03.2(3) <br /> Drainage 4.03.1(4)/4.03.2(4) <br /> Surfacing and Maintenance4.03.1(5) and(6)/4.03.2(5)and(6) <br /> Reclamation 4.03.1(7)/4.03.2(7): <br /> County Road 65 was in good condition at the time of the inspection. There were no observed cracks due <br /> to subsidence related activity. The haul road was wet during the inspection. There were not any ruts or areas <br /> where water had ponded on the road. The ditches along the haul road were functioning as designed and in good <br /> condition.
