The inspection was <br /> conducted by Clayton Wein of the Division of Reclamation,Mining and Safety(DRMS), accompanied by Jannet <br /> Binns of DRMS and Scott Wanstedt of Blue Mountain Energy, Inc. The weather was cloudy with snow flurries <br /> occuring throughout the day. The temperature was in the low to mid 30's farenheight. The ground conditions <br /> were muddy with some spots covered in snow. <br /> AVAILABILITY OF RECORDS—Rule 5.02.4(1): <br /> The records for the Deserado Mine are kept with Scott Wanstedt at the main mine office. The records are <br /> in good condition and well maintained. For more details see the attached Availability of Records form attached to <br /> the end of this report. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7,4.05.10; <br /> Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage—Acid and Toxic Materials 4.05.8;Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> -The Facilities Area ponds DP-1 PP-1 and PP-2 were inspected. Pond DP-1 was impounding water at the <br /> time of the inspection(Photo 1). The inlet for the primary spillway is a riser pipe,the inlet was clear of debris. <br /> There was no discharge from the primary spillway. The emergency spillway is clear of debris,with the riprap <br /> channel stable and in good condition. The embankment is well vegetated and stable. There were no indications of <br /> erosion or instability. Pond PP-1 was holding water and stable. There were no indications of erosion. Pond PP-2 <br /> was impounding water at the time of the inspection. There was no discharge from PP-2. The embankments are <br /> well vegetated and stable. <br /> -The ditches in the facilities area are generally in good condition. The ditches near the coal silos had been <br /> recently cleaned out and were flowing. The ditches near the wash plant have started to fill with sediment and need <br /> to be cleaned out when the area becomes accessible. The water is flowing to DP-1,but some ponding in the wash <br /> plant area has occurred. The main channel leading from the intermediate facilities bench to DP-1 is armored with <br /> riprap. The channel was clear of debris and no down cutting was observed(Photo 2).
