King Coal Mine (C-1981-035) TR -26 Adequacy Review #1 Response <br />During a teleconference between representatives of Division of Reclamation Mining and Safety (DRMS), Office <br />of Surface Mining (OSM) and local land owners the introduction of surface water into the mine for dust <br />suppression and other mining purposes was discussed. <br />7. DBMS Nov 2015: Please discuss in permit section 2.05.3 the potential for water used in mining <br />operations to migrate vertically through workings to aquifers below, and provide to DRMS updated <br />revised pages. Any existing studies of shale permeability and the presence of aquatards for the area <br />would be reasonable references to cite. <br />GCCE Mar 2016: King 112.05.3 now includes a section entitled "Water Balance ". A water balance study has <br />been prepared by CDS Environmental Services LLC and is included in this submission as Appendix 4(11). All <br />water entering the mine is used for MSHA required dust control purposes; water is 0Xpically not let to gond" <br />on the mine floor. All water used in the mine is for the sole purpose of controlling respirable dust as per MSHA <br />regulations. Water is sprayed on the coal as it is being cut with continuous miners and sprayed on the roadways <br />to control dust that would be stirred up by mining machinery. <br />Soil and topsoil will be excavated, moved and stored. As the drill pads will be located adjacent to current access <br />roads please describe the following: <br />8. DRMS Nov 2015: <br />a) Will the drill pads be designated as small area exemptions (SAE'S)? <br />GCCE Mar 2016: Although the drill pads are expected to be extremely small with practically no new <br />disturbance, any surface runoff can be routed through filter check structures and a small area exemption <br />would be requested from the Division. <br />b) Please direct DRMS to the location in the King Coal permit of the drill pad design intended for <br />these wells. If no such designs exist, please submit design to DRMS. <br />GCCE Mar 2016: Drill pads are discussed in section 2.05.4, designs can be found in Appendix 4(4,). Well <br />sped ications are located in Appendix 4(9) included with this submittal. <br />c) Describe measures to protect the hydrologic balance, specifically addressing berming, wattle <br />placement and trenches around the drill pads. <br />GCCE Mar 2016: Drill pads will be constructed and maintained as per rule 4.06. Text has been added to <br />2.05.4 to address this subiect. <br />d) Describe measures to reduce wind and water erosion of any soil moved. <br />GCCE Mar 2016: Drill pads will be constructed and maintained as per rule 4.06.
