King Coal Mine (C-1981-035) TR -26 Adequacy Review #1 Response <br />The proposed revised pages indicates that a "natural resource survey" of the proposed drill sites will be <br />conducted and the results will be located in Appendix 8(6). This appendix does not appear to be included with <br />the TR26 submittal. <br />DRMS Nov 2015: Please submit to DRMS Appendix 8(6) upon completion of the Natural Resource <br />Survey. <br />GCCE Mar 2016: Appendix 8(6) will be submitted to DRMS upon completion of the Natural Resource Study and <br />prior to any actual surface disturbance. <br />C. Rule 2.05.4(2)(c) and (d) Reclamation Plan <br />This section of the reclamation rule requires a plan for backfilling, grading and soil stabilization associated with <br />road modifications as per Rule 4.03. <br />A plan for plugging and sealing the proposed monitoring wells and revegetating the disturbance was provided. <br />However, more information is required regarding surface reclamation for the well clusters. <br />4. DRMS Nov 2015: Please revise section 2.05.4 of the permit to include a plan for backfilling and <br />grading the proposed drill pads for the monitoring well clusters in accordance with Rule 2.05.4(2)(c). <br />GCCE Mar 2016: Text has been added to section 2.05.4 to address backfillingrig of drill sites. <br />5. DRMS Nov 2015: Based on the soils information to be submitted, the operator must submit a soil <br />handling plan for inclusion in section 2.05.4 of the permit in accordance with Rule 2.05.4(2)(d). This <br />shall include a plan for removing, storing and redistributing topsoil, subsoil and other material and <br />meet the requirements of Rule 4.06. <br />GCCE Mar 2016: Text regarding soil handling has been added to section 2.05.4. <br />D. Rule 2.05.6(3)(b)(iii)(v) and (iv)(D)Mitigation of Mining Operations: Protection of Hydrologic <br />Balance <br />As a result of public comments received DRMS finds that additional monitoring of ground and surface water <br />constituents would provide valuable baseline water quality data. <br />6. DRMS Nov 2015: Please undertake additional monitoring of ground water and surface water to <br />establish baseline conditions as per Rule 2.04.7 and include parameters as set forth in Table IA of the <br />Colorado Mined Land Reclamation Division's Guidelines for Collection of Baseline Water Quality and <br />Overburden Geochemistry Data. <br />GCCE Mar 2016: Section 2.05.6 has been modified to include several new monitoring station locations. Four <br />bedrock monitoring well "clusters " of three wells each, one in the Cli ffhouse Sandstone formation to just above <br />the `A" coal seam, one into the `A" coal seam, and one in the interburden between the `A" and `B" coal <br />seams. A new Hay Gulch Ditch monitoring station has been added up -gradient of the King I mine. A new <br />alluvial monitoring station has been added up -gradient of the King I mine. Section 2.05.6 Tables 1, 2 & 3 have <br />been added listing the analytes required to be analyzed for baseline water sampling. Field monitoring of water <br />monitoring locations is also addressed in 2.05.6. <br />
