Silver Wing Mine NOI <br /> 6. Financial Warranty <br /> Sludge Disposal <br /> Jo Grant Mining Company, Inc. proposes a financial warranty sufficient for site reclamation in the event <br /> the operator fails to complete the necessary reclamation items. The photographs, Exhibits A thru L and <br /> N, illustrate the existing conditions at the mine site. The site contains many pre-law disturbances <br /> including roads, buildings, old equipment, timbers, metal and other debris. The site has an existing <br /> portal discharge from the lowest and only adit of approximately 20 gpm. The site has a Storm Water <br /> Discharge Permit COR-040176. There is no point source discharge permit for the mine portal since it is <br /> considered an abandoned mine site. <br /> The primary purposes of this NOI are the following: <br /> 1. Investigate the source of water draining from the existing adit. <br /> 2. Evaluate the potential to eliminate the source of water by grouting, bulkheading or other means. <br /> 3. Determine the water quality of the source of water flowing into the mine. <br /> 4. Evaluate if water treatment is required. <br /> 5. Evaluate the best solution for treatment of the water, if necessary. <br /> 6. Collect approximately 250 channel samples of approximately one pound each from existing back and <br /> wall locations within the mine. <br /> 7. Fabricate and install an improved portal gate to control entry to the mine. <br /> 8. Improve site appearance by removing existing "junk" metal and wood from the site and disposing of <br /> these materials off-site. <br /> 9. Perform maintenance activities on existing water quality control facilities by cleaning out the existing <br /> sedimentation basin to provide for collection of any sediment carried to the surface in the mine <br /> discharge from investigative activities. The existing sediment from the sedimentation basin will be <br /> disposed of on site in a lined repository that is covered with native materials. <br /> 10. Perform maintenance work on the existing Stormwater Management Plan in accordance with <br /> Colorado Department of Public Health and Environment Stormwater Discharge Permit COR040176. <br /> The reclamation to be completed for closure of the site is the following: <br /> 1. Existing Site Roads—leave in as good or better condition than currently existing. <br /> 2. Sludge removed from the sedimentation pond—complete cover of sludge removal area <br /> including a PVC or LDPE liner and approximately native material cover. <br /> 3. Install secure gate on mine portal attached to existing steel frame adit support. <br /> 4. General Site Clean-up of minor debris. <br /> 5. Minor site grading to ensure site Storm Water drainage features are functional. <br /> 6. Minor maintenance on water diversion system to ensure any water does not contact <br /> potential acid producing dump material. <br /> The planned work under the NOI will not adversely impact the quality or quantity of existing ground <br /> water resources,surface water resources or existing water rights. <br /> 1 <br />
