11. Please describe how the portal will be safeguarded from unauthorized entry while prospecting <br /> is being conducted. In addition, specify how the portal will be safeguarded during periods of <br /> inactivity in the winter months. <br /> A steel gate will be installed on the portal that can be locked. <br /> 12. The Applicant has identified a waste rock crushing and storage area immediately above <br /> Buckskin Gulch. Please provide detailed description of the stormwater controls which will <br /> employed to ensure that no sediment leaves this area. (see additional comments under Item No. <br /> 6) <br /> Silt fences will be used to prevent and stormwater runoff from the proposed activity area. <br /> 13. The Applicant has indicated the portal will be advanced through drilling and blasting. Please <br /> sped if any blasting at the surface will be required. If so, the Division may require a detailed <br /> blasting plan. If blasting will be contained underground, then specify the distance from the <br /> portal to first point where blasting will occur. <br /> Some blasting will take place on the surface at the beginning of the decline. Colorado Calumet will <br /> use a blasting mat to prevent fly rock from leaving the decline portal. The road passing through the <br /> property(which is owned by the same landowner) will be closed a half mile in both directions from <br /> 15 minutes before a blast to 15 minutes after a blast. <br /> 14. The Applicant has stated that approximately 0.5 acres will be disturbed through the proposed <br /> prospecting operation. Please provide an accounting of the size of each disturbed area as <br /> defined on the NOI Site Map (culvert installation,portal access, waste rock crushing site). Also, <br /> please clarify if the improvements to the road have been included in the 0.5 acre disturbance <br /> estimate. If not, then revise the estimate of the total area to be disturbed. <br /> The revised NOI map that is attached shows the areas of disturbance for the operation. Road <br /> improvements are 1.2 acres. However, the road will be left in place, there is no need to bond for <br /> their reclamation. The disturbed area to be reclaimed is still 0.5 acres. The total permit area would <br /> be 1.65 acres. <br /> 15. As required under the Project Description section of Form 1 and Form 2,please describe the <br /> anticipated relationship to the surface water in the area. Specifically, the description should <br /> account for Buckskin Gulch located to the south of the prospecting site. <br /> Buckskin Gulch will not be affected by the prospecting operations, as all disturbed areas will have <br /> sediment control, and there will be no water discharges. The installed of a culvert within a drainage <br /> on the site will be the only effect on any surface water in the area, and it will reduce the impact of <br /> activity, since currently said drainage crosses the road surface. <br /> 16. The Applicant has stated that groundwater is at least 170 feet below all underground activity. <br /> Please describe how this determination was made and provide any available documentation to <br /> support this statement. <br />
