6.4 Specific Exhibit Requirements-Regular 112c Operations
Exhibit C Pre-Mining and Mining Plan Maps (rule 6.4.3)
5.After our pre-mining inspection I contacted Plainstel and have received a letter from them on
company letterhead as requested by Elliott stating that driving over the fiber optic line that is
placed 48" under the surface of the pit entrance road will not cause any damage. Our structure
agreement with land owner has been updated to include the fence located on the north and south
side of road 2. There is an extension to pit from CR-2 to pit boundary for pit access road this will be
30 ft.wide x 200 ft. long.
Exhibit D Mining Plan (Rule 6.4.4)
6. Mining plane maps have been updated to show approximate locations of topsoil and overburden
piles. Mining maps include direction of material being pushed along with approximant locations of
stockpiled material for hauling out. Mining will be done in a phase like push opening one area at a
time. After that area is pushed out we will move to the next area using the old area to stockpile
gravel on. Once we have approx. 3 areas pushed out we will start the reclaiming the pushed out area
we started in and working forward as the pit increases. This will help with vegetation being
reestablished and lessen the time need for reclamation at the end of the pits usage. This will help
minimize the impact on wildlife and livestock in the area.
7. Topsoil piles will be place on top of the existing ground. Overburden piles will be placed on
stripped ground.
8. Land owner grazes Cattle on this ground once or twice a year. Cattle will.be grazing in the
permitted area during this time. Once the pit is large enough and we are able to start the
reclamation of mined out areas a fence will be placed around the newly reclaimed area to ensure
the soil has time to establish growth of seed mixture.
9.After our discussion concerning seeding of topsoil piles I will be following your recommendations
to seed with approved seed mixture for potential seed bank. Seed mixture is included with this
packet.
Exhibit E Reclamation Plan (Rule 6.4.5)
10. Post Mining use of this land is Range land. This is the same as before mining operations,
however the land will be more accessible to the land owner and livestock due to the flattening of
terrain. The seed mixture we are using is recommended by the Yuma County Soil Conservation and
will enhance the variety of plats in the area not only for livestock but game animals also.
11. We have included minor terraces in our reclamation plan to help with erosion if necessary.
Locations of terraces are not known at this time or if it will be necessary.
12. The seed mixture is included with this packet.
13. in response to winter wheat or oats being planted for a quicker stand.
After further conversation with Yuma County Soil Conservation Personnel we will not be using
winter wheat or oats in our seed mixture as stated.
