Compliance With Mine Plan N - Support Facilities Not On-site <br /> N -Other N - Special Categories Of Mining <br /> R -Processing Waste N -Topsoil <br /> COMMENTS <br /> This was a complete inspection by Leigh Simmons of the Division of Reclamation,Mining and Safety <br /> (Division). Doug Smith of Oxbow Mining accompanied the inspection. The weather was clear with a little new <br /> snow on the ground; deep snow drifts remained in shady spots. <br /> The status of the Elk Creek Mine, as far as the Division is concerned,is"Active"however no coal is being <br /> mined and the activity since the last inspection has been focused on the early stages of site reclamation. <br /> The MSHA status of the mine is"Temporarily Idled" <br /> AVAILABILITY OF RECORDS—Rule 5.02.4(1): <br /> Records were available in the office. Detailed comments are made at the end of this report. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7,4.05.10; <br /> Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage—Acid and Toxic Materials 4.05.8; Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> All ponds were well below the discharge level. <br /> Seasonal ditch maintenance was pending. Particular attention should be paid to the ditches on the portal <br /> bench,where there is a great deal of contractor activity. <br /> GENERAL MINE PLAN COMPLIANCE: <br /> There are no revisions in process. The mine site is being reclaimed in accordance with the plan. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization; Placement: <br /> The West Valley Fill and the II West Valley Fill were both in good condition with no sign of instability. <br /> No material had recently been deposited. All material had been spread on the II West fill,but compaction had not <br /> yet been verified.
