Brian Watterson of Hayden Gulch
Terminal accompanied the inspection. The load out consists of a mostly reclaimed train load out, along with a
haul road. The facilities, coal storage area and office area have been reclaimed, but two ponds, a substation, and
the rail line remain. The haul road is no longer used to haul coal, but is used by the public,in spite of private road
signage.
The load out was snow covered at the time of the inspection with approximately 18 Inches+snow pack, Access
was limited as the snow is partially melted and slushy, rendering travel by snow shoes very difficult. The Tie
Across Haul Road(TAHR)had been plowed and was dry.
AVAILABILITY OF RECORDS—Rule 5.02.4(1):
The permit records are stored at the Foidel Creek Mine office. The majority of the records are found in
the Engineering trailer, with the permit binders, and annual reports located in the basement of the training
building. Surface water and Ground water quarterly reports are in the drawer of one of the office desks.
HGT needs to place September and October 2015 DRMS inspection reports in the file.
Midterm No. 4,reclamation cost estimate update needs to be filed.
FISH and WILDLIFE—Rule 4.18:
A flock of approximately 30 Sand Hill Crane was feeding on the north east side of the TAHR. They were
well off the road way and not in danger of being impacted by vehicle traffic along the road way. (photo 1)
HYDROLOGIC BALANCE -Rule 4.05
Drainage Control 4.05.1,4.05.2,4.05.3; Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18:
The rail loop pond was snow covered and did not appear to hold a pool of water.
Number of Partial Inspection this Fiscal Year: 6
Number of Complete Inspections this Fiscal Year: 3
Page 2 of 6
