2015 Annual Reclamation Report Energy Fuels Coal, Inc - Southfield Mine <br />monsoon rains proved well for the vegetation. Reports by the Division (2011) state that the <br />vegetation on the sites continue to do well and that the successful results are serving as an <br />effective erosion control as well. <br />During October, 2004, interseeding of approximately six (6) acres at the Mine Site, comprising <br />lands owned by The Corley Company, was completed at the end of October 2004. EFCI <br />previously seeded and mulched this area during site revegetation activities in October 2003. Due <br />to some confusion in dealing with the changing wishes and needs of two different landowners <br />concerning seed mixes, EFCI inadvertently applied an incorrect seed mix on the Corley property <br />in 2003. To correct the seeding with the approved seed mixture on the Corley property, EFCI <br />submitted a plan to the DRMS proposing interseeding of the grass species Indian Ricegrass and <br />Beardless Bluebunch Wheatgrass. Upon approval, EFCI broadcast interseeded the referenced <br />area (October 2004) at a rate of 1.4 and 3.1 pounds PLS/acre of Indian Ricegrass and Beardless <br />Bluebunch Wheatgrass. <br />As stated in previous Annual Reclamation Reports, during 2004, EFCI planted shrub clumps in <br />the reclaimed facilities and refuse disposal areas at the Mine Site in accordance with permit <br />requirements and in response to landowner preference. Accordingly, during May 2004, <br />approximately 1,800 plants were purchased from and then planted by the Colorado State Forest <br />Service. Based on a plan approved by the DRMS, EFCI established a total of seven (7) shrub <br />clumps (plots) on the refuse pile, the Pond 3 and 4 areas, and a total of five (5) shrub clumps in <br />the facilities area on the Vento property. The approved shrub clumps were planted based on the <br />following composition of seedlings: <br />Refuse Area Shrub Clumps (small) Facilities Area Shrub Clumps <br />12 Rocky Mountain junipers 60 Rocky Mountain junipers <br />4 Ponderosa pine 20 Ponderosa pine <br />48 Skunkbrush sumac 16 Pinon pine <br />Refuse Area Shrub Clumps (large) 4 Red cedars <br />(2 times the above seedling 52 Mountain mahogany <br />numbers) <br />48 Skunkbrush sumac <br />Shrub clump planting involved specific methods intended to improve plant survival rates. All <br />seedlings were placed in holes along with a moisture retaining gel to keep the roots moist.
