March 2,2016 C-1981-008/New Horizon Mine BFB <br /> The discharge flume was free and clear of obstructions. <br /> Pond 15 did not contain water and appeared to be stable(photo 7). <br /> The culverts under the access road on the Benson East property(119-124)were free and clear of obstructions. <br /> Culvert 118 was free and clear of obstructions (photo 8). <br /> RECLAMATION SUCCESS -Rule 4.15,Rule 3: <br /> In the previous inspection report dated February 17,2016,it was noted that rills had formed under the <br /> waddles on the northwest corner of the Morgan property and a repair plan was proposed. Since that report, Mr. <br /> Ferris explained that a meeting took place with the interested parties to discuss the repairs and create a new repair <br /> plan. hi attendance at the meeting was WFC,Morgan,Enstrom and Montrose County. The Division was not at <br /> the meeting. WFC has committed to submitting a revision which will outline the details of the repairs. <br /> REVEGETATION—Rule 4.15 <br /> Vegetative Cover; Timing: <br /> The oat crop that was planted in the reclaimed and reference area of the Morgan property last year was not <br /> harvested due to weather and field conditions. Over the last few weeks,the elk have consumed the dead oat crop <br /> on the reclaimed land and reference area leaving only a stubble of crop debris (photo 9). <br /> Approximately 25 cow and calf pairs were grazing the irrigated pasture reference area. Two portable water tanks <br /> were located in the field by the southern gate (photo 10). <br /> SIGNS AND MARKERS—Rule 4.02: <br /> The permit boundary markers signs were in place around ponds 7, 8, 9, 12, 13 and 15. <br /> The stream buffer zones signs were in place around ponds 7, 9, 12, 13 and 15. <br /> The permit boundary markers on the south side of the Morgan property were in place. <br /> TOPSOIL—Rule 4.06 <br /> Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br /> The ring ditch around topsoil stockpile 4 by pond 13 was in good condition. The straw waddles at the ring <br /> ditch drainage point were in good condition(photo 11). <br /> In the Nov 10,2015 inspection report,it was noted that the northern most topsoil pile of stockpile 12 did not have <br /> an erosion control device installed. Since then,the pile has been moved away from the sediment control ditch.
