Compliance With Mine Plan N - Support Facilities Not On-site <br /> N -Other N - Special Categories Of Mining <br /> N -Processing Waste R -Topsoil <br /> COMMENTS <br /> This was a partial inspection of the New Horizon North Mine conducted by Brock Bowles of the Colorado <br /> Division of Reclamation,Mining and Safety. Trevor Ragsdale and Frank Ferris of Western Fuels, Colorado <br /> (WFC)were present for the inspection. The weather was clear and the temperature was approximately 60F. <br /> FISH and WILDLIFE—Rule 4.18: <br /> The bald eagles seen by a nest during the last inspection in front of the highwall(2/16/16)were not seen <br /> during this inspection. There was no update on the Federal permit. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7,4.05.10; <br /> Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage—Acid and Toxic Materials 4.05.8; Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> The water pump by Pond NH1 was being repaired and not pumping water. The pump was in a rubber <br /> lined pan to contain spills (photo 1). <br /> Pond 001 contained water but was not discharging. The primary discharge flume was free and clear of <br /> obstructions. The emergency spillway was free and clear of obstructions (photo 2). The pond 001 west ditch <br /> appeared to be stable. <br /> Pond 002 had a very small amount of water,a puddle, on the north end but was not discharging(photo 3). The <br /> primary and emergency discharge pipes were free and clear of obstructions.
