Compliance With Mine Plan N - Support Facilities Not On-site <br /> N -Other N - Special Categories Of Mining <br /> N -Processing Waste N -Topsoil <br /> COMMENTS <br /> This was a partial inspection of the New Horizon North Mine conducted by Brock Bowles of the Colorado <br /> Division of Reclamation,Mining and Safety. Frank Ferris of Western Fuels,Colorado (WFC)was present for the <br /> entire inspection. The weather conditions were clear. The temperature was approximately 55F. The ground was <br /> mostly frozen with a soft layer of mud on the surface and patchy snow. Most areas of the mine were inaccessible <br /> due to the muddy conditions. <br /> FISH and WILDLIFE—Rule 4.18: <br /> A pair of bald eagles are building a nest in the cottonwoods east of Pond 002 within the approved mine <br /> disturbance boundary(photo 1). The nest is approximately 600' north of the highwall and is in the path of the <br /> mine plan. WFC has contacted Colorado Parks and Wildlife and has applied for a Federal permit. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7,4.05.10; <br /> Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage—Acid and Toxic Materials 4.05.8; Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> The water pump by Pond NH1 was pumping water for dust suppression. The pump was in a rubber lined <br /> pan to contain spills (photo 2). <br /> Pond 001 contained water that was partially frozen but was not discharging(photo 3). The discharge flume was <br /> free and clear of obstructions. <br /> Pond 002 contained a puddle of water which was partially frozen,but was not discharging. The emergency <br /> spillway had some ice but was free and clear of obstructions. The primary and emergency discharge pipes were <br /> free and clear of obstructions. The north ditch appeared to be stable. A gopher hole was noted in the embankment <br /> area that needs to be repaired. <br /> Two drainage ditches intersect the Pond 001 east ditch at segment 7. The area where these two ditches intersect <br /> the east ditch has had high water flows causing erosion (photo 4).
