Compliance With Mine Plan N - Support Facilities Not On-site <br /> N -Other N - Special Categories Of Mining <br /> N -Processing Waste N -Topsoil <br /> COMMENTS <br /> This was a partial inspection of the Roadside Portals Mine conducted by Brock Bowles of the Colorado Division <br /> of Reclamation,Mining and Safety. Tonya Hammond of Snowcap Coal Company(SCC)was present for the <br /> inspection. The weather conditions were mostly sunny with a light wind. The temperature was approximately 55 F <br /> and the ground was dry. <br /> SCC submitted PR-6 requesting to change the post mining land use for the remaining 12 acres of the North Portal <br /> Area from fish and wildlife to industrial/commercial. PR-6 is currently being reviewed by the Division. The <br /> focus of this inspection was to inspect and walk the 12 acres that are the subject of PR-6. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7,4.05.10; <br /> Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage—Acid and Toxic Materials 4.05.8; Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> The Carey Pond did not contain water and the hole in the bottom of the pond was still there. The ditch <br /> leading to the Carey Pond also did not contain water. <br /> RECLAMATION SUCCESS -Rule 4.15,Rule 3: <br /> The Cameo Borrow Area 1 was well vegetated. The vegetation consisted of a mixture of grasses and <br /> shrubs (photo 1). Some woody debris deposits were noted on the east side of the borrow area indicating that the <br /> area had been flooded. The soil of the area appeared to be stable as there were no signs of erosion,rills or gullies. <br /> The reclaimed road along ditch D-D2 and D-D4 was in good condition(photo 2). The surface was scarified with <br /> ridges created by heavy equipment. The ridges were aligned with the contour of the land and there were no signs <br /> of erosion. <br /> The reclaimed road along ditch D-D6 was well vegetated with grasses and shrubs (photo 3).
