PERMIT #: M-1978-210 <br />INSPECTOR’S INITIALS: PSH <br />INSPECTION DATE: February 12, 2016 <br /> <br /> <br />Page 2 of 7 <br />infrastructure associated with the water storage facility during the inspection. A pump station and the <br />associated infrastructure was being installed in the southwest corner of the East Pit. The approved <br />Reclamation plan indicates the pump station would be located in the northwest corner of the West pit. A <br />spillway along the boundary with the Cache La Poudre River has been constructed. The spillway will be used to <br />transport water from the river to the reservoirs. As cited as a problem, the Operator must submit a technical <br />revision (TR) to update the Reclamation Plan to revise the location of the pump station and include the other <br />water storage facilities and structures in the plan. <br /> <br />The site is divided into three (3) areas. Area A is 11.64 acres and contains the Weld County Public Works salt <br />and fuel storage buildings and road grader training course. The area is reclaimed to its final configuration as <br />industrial development use. <br /> <br />Area B is 26.5 acres and contains an open‐water pond with a wetland mitigation bench. The Operator stated <br />the final water rights decreed has been filed for the area with the Water Court. The Operator will be required <br />to provide the Division the final Army Corps of Engineers approved 404 permit and the final water court <br />approval from the Office of the State Engineer (SEO) prior to Division consideration of any future final release <br />requests. <br /> <br />Area C is 70.81 acres and contains the Geisert East and West Pits. A slurry wall has been installed around both <br />pits. The Operator stated the slurry wall was approved by the SEO in 2012. The Division will require the <br />Operator to submit proof of the approved slurry wall prior to Division consideration of any future final release <br />requests. A survey of the East and West Pit slopes will be required to be as part of the final release request to <br />confirm the required 3H:1V slopes, if the slopes are not visible due the presence of water at the time of the <br />final release inspection. <br /> <br />A stockpile area is located in the eastern portion of the site. A few stockpiles remain at the site. The approved <br />Reclamation Plan states the area will remain as a stockpile storage location after site reclamation. <br /> <br />No noxious weeds were noted during the inspection. The site vegetation was sparse and consisted mostly of <br />annual weeds. It did not appear the final seeding of the site had been completed. <br /> <br />No financial warranty is held of the site.
