March 2,2016 C-1982-056/Foidel Creek Mine JLE
clean this culvert with conventional methods. Given the culverts proximity to Foidel Creek and
that it runs under the rail road,TC is working with a contractor who they believe can repair the
culvert without damaging the rail line and without sending a large amount of sediment into Foidel
Creek. TC is actively coordinating this repair. Snow conditions have prevented this item from
being addressed.
The culvert on the south side of the rail spur near the loadout is about'/z full on the inlet side and should
be cleaned out. The water discharging from the culvert has created a fairly large cut in the embankment.
This issue was discussed with Mr. Watterson and he indicated that they would place some rock at the
discharging end of the culvert to help stabilize the area.
o This item remains outstanding and will need to be addressed.
CRDA Topsoil Stockpile,Please place erosion control waddles downslope of the topsoil stockpiles
adjacent to the road and the pad area. Also, the topsoil stockpiled adjacent to the road will need to be
shaped into a more stable configurations and topsoil identification markers will need to be placed on the
pile adjacent to the road. Once the new stockpile has been constructed it will also need to be marked with
a topsoil identification marker.
o According to Mr. Watterson, erosion control waddles had been installed. Given the deep snow
conditions these waddles were not visible. When the snow conditions allow, the Division will re-
evaluate this item.
The topsoil stockpile adjacent to the 13 LT Outby Utility borehole pad has been placed on the northeast
side of the pad instead of the northwest side of the pad as was approved. This issue was discussed with
Brian Watterson and Jerry Nettleton. Also the upslope diversion ditch has not been installed. TC must
complete the following:
TC must submit a minor revision to update Exhibit 49DD Figure F-1 and Map 46DD-F1 of the
permit to depict the topsoil stockpile locations as they have changed from what was approved.
o This issue remains outstanding and will need to be addressed.
Install the upslope diversion ditch.
o This issue remains outstanding and must be addressed when snow conditions allow.
DOCUMENTS RECEIVED: None
OTHER(SPECIFY): NA
Number of Partial Inspection this Fiscal Year: 7
Number of Complete Inspections this Fiscal Year: 3
Page 9 of 11
