SECTION II - Summary of Operations, Revisions to Permit, Violations, Stipulations, and Variances <br />Operations <br />Table 2 summarizes the history of Permit C-1981-044, prior to the most recent renewal, RN -06. <br />Table 2 — Summary of history of Permit C-1981-044 <br />Date <br />Permit Action <br />1936 <br />Coal mining begins in vicinity of the Williams Fork Mines (also known <br />as the Eagle Mines). <br />Early 1970s <br />Present operations begin with underground mining at No. 5 Mine. <br />1974 <br />Open Mining Permit No. 41 issued for surface mining in Williams Fork <br />Strip Pit. <br />3/1977 <br />Eagle No. 9 Mine (currently called No. 9 mine) granted Permit No. 76-7 <br />U.G. under C.R.S. 1973, 34-32-101 et seq., as amended. <br />3/1980 <br />Permit No. 79-170 issued for Eagle No. 5 and No. 9 Mines <br />2/17/1981 <br />First part of original C-81-044 permit application submitted by Empire <br />Energy Corporation for compliance with Colorado's permanent <br />regulatory program covering existing operations of No. 5 and No. 9 <br />Mines. <br />8/14/1981 <br />Second part of original C-81-044 application submitted as addendum <br />covering newly issued federal lease know as the Empire Tract. Lease <br />covered eastward expansion of No. 5 Mine, increasing permit area by <br />681 acres with no new surface facilities. <br />4/14/1982 <br />Third part of original C-81-044 application submitted proposing 1,552 - <br />acre increase to permit area and an amended plan for the No. 9 Mine. No <br />new surface facilities were proposed. Final proposed permit acreage was <br />5,397 acres. <br />12/1982 <br />Permit revision application submitted for consolidating information from <br />three previous submittals into single permit application document, and <br />for additional mining in No. 5 and in No. 9 Mines. <br />9/2/1983 <br />Permit revision granted for consolidated information and for additional <br />mining in No. 5 Mine, but not for additional mining in No. 9. <br />4/9/1984 <br />Approval granted to conduct additional mining in No. 9 Mine. <br />4/30/1987 <br />Permit Revision application PR1 submitted for changes in operations: <br />implementation of longwall system, addition of 5A portal, approximate <br />430 -acre increase in permit area (Utah Tract), and opening a new mine, <br />the No. 6 Mine (in the E seam, to be accessed through the 5A portal). <br />Permit acreage increased from 6,176 acres to 6,820 acres.
