Rob Zuber
Page 2
March 3, 2016
Review of Surface Water Data

N/A

Review of Groundwater Data

The water levels measured in MW-23 and MW-65 are broadly consistent with the comments
made in the previous AHR review. The depth to water at each location has increased slightly,
which would be expected until the mine pool in the abandoned workings has risen to the point
where it is in equilibrium with groundwater in the surrounding formation. It is not possible to
determine the level of the mine pool directly, but it can be inferred from the available data that
equilibrium has not yet been reached.

Most water quality parameters in the samples taken at both wells were in line with historical
data.

It is worth noting that the levels of Nitrate (1.6 mg/L) and Phosphorus (0.23 mg/L) measured at
MW-23 in December were new maxima for that location. It suggests that there may be some
surface water influence here.

Conclusion

The 2014 AHR was submitted in accordance with the rules and the permit. The data contained in
the report shows no cause for concern, or significant divergence from previously observed
trends.

Violation CV-2013-002 was vacated by the Division on 7/30/2015; the water monitoring
program was subsequently terminated with TR-43, which was issued on 10/14/15. The 2015
AHR will therefore mark the end of EFCI’s hydrologic monitoring and reporting obligation to the
Division. (Note however that the CDPS discharge points should continue to be monitored and
reported on until such time as the CDPS permit is terminated).
