February 24, 2016 C-1981-014/Southfield Mine RDZ
holes (SR-6, SR-9, SR-45, SR-47, SR-48, SR-49, and SR-52) and three wells were inspected(MW-16,MW-23,
and MW-NW). No open holes or casings were found at any of the sites. The sites were marked with 3/4"
galvanized conduit. Per Mr.Weaver, all sites were seeded; some seed could be observed on the ground surface at
the sites.
The MW-65 well was found to be in place.
An EXTECH pen meter was used to measure the pH in the seep in the Magpie Diversion. The result was 6.75.
The replacement well to supply water for the Corley well was found to be in place. Dr. Corley turned the pump
on, and the water ran at a good rate and appeared clear. Carin Corley filled a clear water bottle with the flow from
the well to be used as a visual demonstration. Dr. Corley showed another bottle that he said had been filled from
the same well approximately four days earlier. This second bottle contained slightly turbid water and brown
precipitate on the bottom. Dr. Corley indicated that the sample of the well water(taken by EFCI and analyzed in
a water quality lab) showed high concentrations of iron and Manganese. The sample taken on the day of the
inspection was viewed by Rob Zuber four days later(February 28,2016), and it too showed significant precipitate
at the bottom of the bottle. This will be a point of discussion in the SL-04 adequacy: should the cost of this well,
even with the high metals concentrations,be released from the reclamation cost estimate?
In addition to inspections of locations related to SL-04 the following observations were made:
The southern inlet pipe to Pond 5 was inspected and the repairs have been completed.
Ponds 4 and 5 were both dry and no problems were seen with these ponds.
The BMPs near the gravel lot need maintenance. One wattle should be trenched in better.
GENERAL COMPLIANCE WITH MINE PLAN
EFCI needs to confirm with DRMS that their required insurance policy is current.
ROADS—Rule 4.03
Construction 4.03.1(3)/4.03.2(3)
Drainage 4.03.1(4)/4.03.2(4)
Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and(6)
Reclamation 4.03.1(7)/4.03.2(7):
The entire length of the road to well MW-65 was inspected on foot. Some minor erosion was seen in various
places along the road, and this could potentially get worse over time. Near the well (south end) significant
erosion was seen. There is a rill 18 inches deep and 5 to 6 feet wide, which precludes truck traffic on the road at
this spot. Dr. Corley indicated additional information on this road:
The Corley Company would like the road reclaimed.
The road is rough in many areas; the Corleys only use ATVs to drive the road.
Number of Partial Inspection this Fiscal Year: 5
Number of Complete Inspections this Fiscal Year: 3
Page 3 of 12
