train, incoming coal haulage will be diverted to Haulroad A, continuing on Haulroad B -1, the Haulroad B -1 Extension, <br />and the Refuse Haulroad to the ROM Pile, and returning the same way. <br />Since all existing haulroads are designed and constructed to handle the loads and speeds associated with coal haulage <br />traffic, the only modifications necessary for the Sage Creek coal haul will be minor widening and straightening of some <br />haulroad segments to accommodate two -way traffic, increase capacity, and improve safety (ie: curves and sight <br />distances), reconstruction of a short segment of the Refuse Haulroad and Haulroad B -1 Extension to haulroad <br />standards, replacement or relocation of one or more conveyor bents where Haulroad B -1 parallels the Overland <br />Conveyor, placement of additional signage, and associated minor drainage modifications. All required modifications <br />will occur within existing disturbance areas, and road segments which are widened or realigned will be constructed and <br />inspected consistent with the existing road designs. Associated drainage modifications will involve shortening or <br />extending ditches and culverts, as necessary to match the road modifications. <br />III. Access Roads <br />Fish Creek Borehole Dewaterin¢ Site <br />Providing access to the Fish Creek Borehole Site will involve upgrading 6500 feet of an existing road and <br />construction of an additional 2500 feet of road. The location of the area and access road is shown on Map 26, Fish <br />Creek Borehole Area and Access Road. The existing road was designed so that construction, maintenance, and <br />postmining condition of the road will control erosion, siltation, and pollution of water and prevent damage to public <br />and private property. The overall grade does not exceed 10 percent nor do pitch grades exceed 15 percent for any <br />consecutive 1,000 feet. <br />To accommodate a low volume of larger delivery trucks, TCC made minor alignment changes to the access road. <br />These minor changes improve the alignment of the road through several short curved sections and are located <br />within the 200 -foot road corridor, as indicated along the final 2,500 feet of the road. Additional gravel was also <br />added to the existing road consistent with the increased traffic requirements. The access road will not cause <br />material damage to fish, wildlife, or related environmental values and will not contribute suspended solids to stream <br />flow in excess of the State and Federal limitations. <br />The access road has been designed to meet the requirements of Rule 4.03.2 with consideration of the specific use, <br />volume of traffic, and weight and speed of vehicles as shown in Exhibit 25p. The first 6,300 feet of road from <br />County Road #27 will remain as permanent road. Colorado Mined Land Reclamation Division (CMLRD) granted <br />approval in February of 1988 for the retention of the road as a permanent access (Technical Revision 87 -12; Permit <br />C- 81 -071). Reclamation of that particular section will be performed as discussed in Technical Revision 87 -12. The <br />remaining 2,500 feet leading to the settling pond will be reclaimed once mining activities cease, unless approved <br />otherwise by the Division. <br />Shoo/1Maintenance Area/Warehouse Access Road <br />TCC upgraded the access road into the Preventative Maintenance Bay as per the recommendation presented in the <br />report dated October 9, 1995, prepared by Northwest Colorado Consultants, Inc. The access road certification is <br />contained in TCC's road certification file. This particular certification is dated May 30, 1996. <br />Truck Delivery Access Road <br />In order for supplies and materials to reach the storage building, an access road has been designated. This road will <br />be located on the east side of the coal stockpile. Drainage from the road will be controlled by the existing <br />sedimentation control system. Flow will be conveyed by Ditch D -2 and Ditch D -5. The access road will be <br />constructed to meet the requirements of Rule 4.03.2. <br />TR12 -80 2.05 -73 11/07/12 <br />
