Response: In a memorandum dated January 30, 2014, Marcia Talvitie (former CDRMS lead
specialist for the Carbon Junction Mine) provided the acreages the Division wished to see
entered in the Annual Reclamation Reports. The Division is referred to her memorandum for a
reconciling of acreages at the Carbon Junction Mine.
Additionally, the Division is referred to CDRMS correspondence dated February 25, 2015
wherein Marcia Talvitie of CDRMS indicates that a table identifying revised CDRMS calculated
acreages has been submitted and the issue "has been satisfactorily addressed."
E. DRMS Jan. 2016 A landowner letter regarding retention of the haul road is available in
Appendix 5-1. However, page 5-3 states that additional letters regarding retention of roads
are part of Appendix 5-1. DRMS did not locate letters specifically addressing retention of
other roads (access and light use roads, road to well B10 etc.) in appendix 5-1.
Please either:
Update Appendix 5-1 to include these letters, resubmitting the appendix as revised pages
Indicate where in the original permit these letters can be found and update page 5-3 of the
abridged permit to direct the reader to these letters.
Response: During the review of PRO1, Oakridge Energy submitted a letter (as the surface
landowner) identifying the surface features to be retained post -mining. This information was
also incorporated into Appendix 5-13 as part of PRO and depicted on Map 5-8.
F. DRMS Jan 2015 Map 5-1 is alluded to with regard to topsoil salvage and storage. This
map seems to show only the original permit boundary and section lines.
Please either:
Explain how Map 5-1 informs topsoil storage, salvage and road location as there is no
legend indicating what the features represent.
Resubmit Map 5-1 with legend labelling features
Change text in permit to remove this reference
Response: The reference to Map 5-1 was retained as part of the historical permit and mine
operations record at the requirement of the Division. The text and map relate the areas of topsoil
salvage during initial construction of the mine as well as the original haul road alignment to the
pit. As none of these observations regarding the map are relevant given the reclamation and
current status of the mine, and the original Division requirement for this text's retention, there is
no need to revise Map 5-1 or change the text.
G. DRMS Jan2016 Section 2.05.3 (3) of the abridged permit references Appendix 5.1 of the
original permit as the definitive information for haul road design. While cross section and
width and side slope information are presented in Appendix 5.1, information related to cut
and fill and culvert and ditch design referenced on page 5-3 of the abridged permit is
missing. Did you mean to cite an additional appendix for culvert and ditch design, possibly
Appendix 5-12 for example?
Please update page 5-3 of the abridged permit with the correct citation for ditch and
culvert designs criteria and submit as revised page.
31Pa4-e
