The <br /> ine Mine <br /> Construction submitted the low bid of$5,500.00 for <br /> project was awarded in May of 1996. Mobilization occurred on 5120/96 with hourly excavator <br /> time commencing on 5/21/96. The backfilling of the portal was completed on 5/21 including <br /> the placemept of on-site over sized material (rock, concrete slabs) into the portal. Compaction <br /> was achieved through repetitive jabbing of the hoe bucket into the fill. Road *= and gravels <br /> were excavated and loaded onto one of King Goal's dumptruck for off-site use on 5/22. Also <br /> on 5/22 two piles were recontoured. On 5123 the middle-east access road was recontoured with <br /> parallel contour furrows and the eastern access road gravels were finished being removed. <br /> Earthwork, weed spraying and revegetation was completed on 5/24/96. The earthwork and <br /> revegetation portion was finished under Purchaseo were 599.5�0 036 for a total cost <br /> of$5,200.00. Not all the hoe time was used. <br /> During an inspection of one of the coal people in Hay Gulch, a 100 year storm event occurred <br /> which dramatically bad an affect on the road reclamation. The re-back6lled portal area was <br /> wzaffected. Soils were spilled out onto the County Road f om the site originating from ap upland <br /> galley which directed flows onto and down the reclaimed eastern access road. An additional <br /> project regraded the access road. The upland galley drainage was muted to flow into a ditch to <br /> the east around the road. A minor cutoff trench was also constructed in case any future flows <br /> did enter onto the road directing any flow off the reclaimed road into established vegetation. The <br /> entire road width was re-roughened, furrowed, seeded and mulched. This second phase of the <br /> site work:was completed under Purchase Order #PD PKA 97000M16 for a total cost of <br /> $00.'00. This maintenance work was inspected on October 30, 1996. It is interesting to note <br /> what affect the furrows initially constructed on the reclaimed east road had on the 100 year <br /> runoff. Water was obviously very much slowed down by the fmwm yet the velocity was so <br /> intense, scour holes were evident beneath each previous furrow. It was concluded that if furrows <br /> weren't coestriai;W, a tremendous incased amount of material would of ended up on the <br /> County'Road as well as a very well established galley down the pulled back road. Also of note <br /> was the Presence of 12"+ high mulch growth from a very dry summer. <br />
