"The current reclamation plan commits to replacing a minimum of 10" to 12" of <br />topsoil...Please commit to replacing at least 12" of topsoil over the reclaimed slopes <br />and any other designated areas that will be revegetated or explain why this is not <br />feasible." <br />Applicant's Response: <br />The Applicant commits to replacing a minimum of 12" of topsoil over reclaimed <br />surfaces that are to be revegetated. <br />13. "Please explain further where topsoil will be spread. You stated that you will spread it <br />over all reclaimed slopes and excavation bank tops; does this include the areas east of <br />the relocated McCanne Ditch that will be backfilled to the original grade? For the Cell <br />#2 area, will there be areas in this parcel where topsoil will be spread? <br />Applicant's Response: <br />Topsoil will be used in the reclamation of the perimeter of Cell # 3 which includes <br />previously approved mining phases 9, 10 and phase 15 which is part of Amendment <br />002. <br />At a minimum, it is the Applicant's intent to backfill the area east of the McCanne <br />Ditch, currently outside the 100 year floodplain limit, to an elevation two (2) feet <br />above the 100 year floodplain. However, the entire area east of the floodplain will not <br />be backfilled to original grade. <br />For Cell # 2, topsoil will be used as needed in the reclamation of perimeter slopes and <br />on associated upland areas that are to be revegetated. <br />14. "Please explain how Cell # 2 will be revegetated. Do you estimate that the majority of <br />this parcel will be backfilled with sediment/fines? Is there an estimate of the amount of <br />open water that will remain in this parcel?" <br />Applicant's Response: <br />Areas of Cell 2 that have been backfilled with wash fines from the sand and gravel <br />plant will be revegetated using the attached Cell No. 2 seed mixture. <br />The Applicant estimates that approximately 50% of Cell # 2 will be backfilled with <br />wash fines. The balance of Cell 2 will be back filled with overburden to eliminate any <br />open water surfaces. <br />15. "Two seed mixtures have been given in the reclamation plan. It is unclear when a <br />particular seed mixture will be used in lieu of the other. Which mixture will be planted <br />above and around the lake shores and the backfilled area to the east of McCanne ditch <br />for example? Please clarify when the different seed mixtures will be used " <br />8/19/2009 5 <br />
