These locations are within the 2016 continuous miner sections depicted for the Wolf Creek <br />Reserve on Map #23 that was approved with TR83. <br />OTHER (SPECIFY): Acetone Seep and Site Maintenance items: <br />Adjacent to the reclaim tunnel of the coal stockpile that feeds the Train Loadout, a seep of unknown material was <br />observed by the surface staff of the mine. The seep is on the northeast side of the coal stockpile. TC took <br />appropriate samples of the unknown substance and sent it to ACZ Laboratories, Inc. in Steamboat Springs, CO to <br />have the material identified. According to TC, the material seeping from the ground was identified as Acetone. <br />Brian Watterson sent the Division a Materials Safety Data Sheet for the substance in question and the results of the <br />ACZ Laboratories analysis. TC implemented their spill prevention plan and created a berm to impound the seep <br />material. TC then pumps the material into large container that is suitable to be shipped to the landfill. According <br />to Mr. Watterson, TC is sending the material to the Milner Landfill. TC is unaware of the source of the seeping <br />Acetone and they have hired a Hazardous Material specialist to oversee the cleanup operations. According to TC, <br />they will slowly excavate into the ground where the seep is presenting to try to identify the source. According to <br />Jerry Nettleton, the historic surface mining operation in the area had some type of a shop and/or a storage area <br />near where the seep is presenting. They anticipate a tank or container has ruptured initiating the seep. Work <br />began on trying to identify the source of the seep on Thursday February 11, 2016. Overall, it appears TC is <br />dealing with the disposal of this non -coal waste in accordance with Rule 4.11.4. The Division requests that TC <br />keep the Division informed of the cleanup operation. Pictures of the seep area are below and Figure 5. depicts the <br />location of the seep. <br />Previous Division inspection reports noted the maintenance items listed below. The following is an update on the <br />current status of these items: <br />• In the RDA-ld ditch, a large section of HDPE pipe and wood was observed in the ditch and needs to be <br />removed. <br />o This item remains outstanding and given the large amount of snow in the area, this refuse is <br />covered and would be difficult to locate. Given this, this item will need to be addressed when the <br />snow conditions allow. <br />• WC013 corehole has been sealed and needs to be marked with a marker. <br />o This item remains outstanding and will need to be addressed. <br />• The head -cut in the RDA -lb drainage needs to be repaired and stabilized. <br />o This item remains outstanding and will need to be addressed when the snow conditions allow. <br />• A new gully has formed on the reclaimed slope above the Fish Creek Tipple pond. The site should be <br />repaired and stabilized. <br />o The Fish Creek Tipple was inaccessible at the time of the inspection. However, according to Mr. <br />Watterson, TC was not able to address this issue before the snow conditions made it unfeasible. <br />This item will need to be addressed when the conditions allow. <br />• The Division has not received proof of compliance (abandonment reports) for the following coreholes: <br />WC -026E, WC -026F, WC -026G, WC -027, WC -029, WC -26B, WC -028 and WC -006.
