February 10, 2016 C-1982-056/Foidel Creek Mine ME <br />with Rule 4.07.3(3) TC must submit proof of compliance reports within 60 days after abandoning the drill <br />hole. <br />o During the February 10, 2016 inspection, TC gave me a copy of the abandonment reports for the <br />coreholes in question. According to Mike Berdine, WC -006 was not drilled. The Division will <br />review the abandonment report for the other drill holes and respond to TC under a separate cover <br />letter. <br />The ditch along haul road C near the railway crossing has been cleaned and rock checks have been <br />installed. The culvert from the repaired roadside ditch under the railway tracks is 3/4 full of sediment and <br />should be cleaned out. <br />o The outlet of this culvert appears partially plugged. TC attempted to repair this after the site <br />inspection in December of 2015. However; according to Mr. Watterson, they were unable to <br />clean this culvert with conventional methods. Given the culverts proximity to Foidel Creek and <br />that it runs under the rail road, TC is working with a contractor who they believe can repair the <br />culvert without damaging the rail line and without sending a large amount of sediment into Foidel <br />Creek. TC is actively coordinating this repair. Snow conditions have prevented this item from <br />being addressed. <br />The culvert on the south side of the rail spur near the loadout is about % full on the inlet side and should <br />be cleaned out. The water discharging from the culvert has created a fairly large cut in the embankment. <br />This issue was discussed with Mr. Watterson and he indicated that they would place some rock at the <br />discharging end of the culvert to help stabilize the area. <br />o This item remains outstanding and will need to be addressed. <br />CRDA Topsoil Stockpile, Please place erosion control waddles downslope of the topsoil stockpiles <br />adjacent to the road and the pad area. Also, the topsoil stockpiled adjacent to the road will need to be <br />shaped into a more stable configurations and topsoil identification markers will need to be placed on the <br />pile adjacent to the road. Once the new stockpile has been constructed it will also need to be marked with <br />a topsoil identification marker. <br />o According to Mr. Watterson, erosion control waddles had been installed. Given the deep snow <br />conditions these waddles were not visible. When the snow conditions allow, the Division will re- <br />evaluate this item. <br />PROCESSING WASTE/COAL MINE WASTE PILES — Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br />The Coal Refuse Disposal Area and Expansion area was observed. The original refuse pile was snow covered but <br />appeared stable. TC was windrowing coal refuse at the north end of the 2nd Bench of the expansion area at the <br />time of the inspection. Near the southern end of the expansion area southeast of the end of the underdrain-inlet, <br />TC has stripped topsoil from within the expansion area and has placed the topsoil into a pile adjacent to the <br />underdrain. TC appears to be loading and hauling this topsoil material to the new CRDA topsoil stockpile. The <br />face of the expansion area (bench 1 and 2) was snow covered but appeared stable. <br />SUPPORT FACILITIES - Rule 4.04: <br />Number of Partial Inspection this Fiscal Year: 6 <br />Number of Complete Inspections this Fiscal Year: 2 <br />Page 4 of 9 <br />
