Rule 2.05.3(8) <br />(a) — General discussion of coal mine waste and non -coal processing waste begins on page <br />2.05-18 in WF's PAP. Related designs and maps are found in Exhibit 21 and Maps 25, 26 <br />and 28. All requirements for part (a) have been identified in the PAP. <br />(b) — Please refer to Section 4.10. <br />(c) — Please refer to Section 4.11.5. <br />All topics and discussions required under Rule 2.05.3(8) have been met in WF's PAP. I have no <br />adequacy questions regarding the above mentioned Rule. <br />Rule 4.03.1(1)-(5) <br />Rules 4.03.1(1)-(5) deals with the performance requirements required under the Rules for haul <br />roads. <br />(1) General Requirements — All general requirements for haul roads are discussed starting on <br />page 2.05-14.1 of WF's PAP. Description and designs provided for each haul road satisfy <br />the requirements of this section. <br />(2) Location — Haul roads have been designed and placed in areas that are of most stability. <br />Discussions regarding sediment control and minimization of sedimentation and flood <br />have been addressed. <br />(3) Design and Construction — Vertical alignment requirements have been met. Haul road <br />grades for each section has been included on Figure 56B. There is no section of haul road <br />that exceeds 10% grade. There are no issues regarding horizontal alignment of each haul <br />road section. Width of each haul road is discussed within the general description section <br />and typical cross-sections are included on Figure 56A. Haul roads are designed to allow <br />for anticipated traffic. Road cut designs are also included in Figure 56C — 56D. Road cuts <br />are designed with a 1.5h:1v which meets requirements under this Rule. Embankment <br />typicals are included in Figure 56A and56C — 56D. Fill sections are to be comprised of <br />compacted road fill material with a design slope of 1.5h:1v and is discussed on page <br />2.05-15 and show on Figure 56B. <br />(4) Drainage - Drainage for haul roads are discussed under the haul road section of WF's <br />PAP starting on page 2.05-15 and with more detail in Figure 56 B — 56D. Map 26 shows <br />sediment control and drainage. Exhibit 18 details and designs for sediment control, <br />associated culverts and runoff control with proper SEDCAD demonstrations. <br />(5) Surfacing — Surfacing of haul roads is discussed on page 2.05-15 and is compliance with <br />the associated Rule. <br />(6) Maintenance — Maintenance discussion is included in the haul road section beginning on <br />page 2.05-15. <br />(7) Reclamation — Reclamation discussion is included in road section in WF's PAP. <br />All topics and discussions required under Rules 4.03.1(1)-(5) have been met in WF's PAP <br />have no adequacy questions regarding the above mentioned Rule. <br />
