COLORADO <br />Division of Reclamation, <br />Mining and Safety <br />Department of Natural Resources <br />1313 Sherman Street, Room 215 <br />Denver, CO 80203 <br />February 8, 2015 <br />Interoffice Memo <br />Williams Fork Mines (Permit No. C-1981-044) <br />Midterm No. 7 (MT -07) <br />I have reviewed Williams Fork Mine's (WF) PAP to ensure the following Rules have been <br />satisfied as part of the Midterm No. 7 review process. <br />Rule 2.05.3(3)(c) <br />2.05.3(3)(c) requires a description of each road, conveyor, or rail system to be constructed, used, <br />or maintained within the proposed permit area. <br />General description of conveyor systems used on site begin on page 2.05-9. This includes the <br />No. 5 Overland Conveyor and No. 5 Stacker Belt. Additional details of conveyors which covers <br />Rules 2.05.3(3)(c)(i) — (vii) can be located at Exhibit 2 and Exhibit 19; with locations on Map 25. <br />Rail road general discussion begins in the PAP on page 2.05-11. Additional details can be found <br />on Map 25. <br />Road discussions in WF's PAP for haul, access and light use can be found under Section 2.05.3, <br />beginning on page 2.05-14.1. Discussions for the mines access and light use roads are also <br />included in the before mentioned Section. Related maps, exhibits and figures are Maps 27, 29 <br />and 29A; Exhibit 17; and Figures 56B — 56D. Please refer to Sections 4.03.1(1)-(5), 4.03.2(1)-(5) <br />and 4.03.3(1)-(5) of this review for additional details regarding roads. <br />Certification for the remaining haul roads is located within WF's PAP as Exhibit 17. <br />Access roads are not required to certified by a professional engineer unless alternatives to the <br />design criteria and specifications of 4.03.2(3) are approved and utilized. Rule 4.03.2(e), which <br />allows for alternative design criteria, is not applicable for WF. <br />All topics and discussions required under Rule 2.05.3(3)(c) have been met in WF's PAP.
