Kurtis Blunt representing Colowyo Coal Company <br />(Colowyo) accompained the inspection. The weather was clear and ground conditions were snow covered with <br />depth approximately 6" - 12"+. Temperatures for the day were around twenty five degrees fahrenheit. Access <br />throughout the mine site was limited due to snow cover. <br />BACKFILL and GRADING — Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); <br />Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />Backfilling with spoil continues within the South Taylor Pit. Spoil is being placed in benches beginning on the <br />eastern side of the pit and continuing west. No issues were observed. <br />West Pit backfilling and grading was inspected from the overlook area located near the rock crusher area. Direct <br />access to the area was not possible due to snow cover. The West Pit area was snow covered but no visible areas of <br />slumping or sloughing could be observed. <br />The South Taylor valley fill was inspected. The fill was snow covered but no signs of sloughing or slumping were <br />observed. No visible signs of erosion was noted along the slope of the fill. The South Taylor fill remains stable <br />with no issues. <br />Backfilling along the eastern side of South Taylor Pit. <br />West Pit reclamation from overlook. <br />
